Quite surprised to see how this can happen, we have write lock while getting
nextBlockID
```
private long nextBlockId(BlockType blockType) throws IOException {
assert hasWriteLock();
checkNameNodeSafeMode(“Cannot get next block ID”);
final long blockId = blockManager.nextBlockId(blockType);
getEditLog().logAllocateBlockId(blockId);
```
