namenode is in safe mode for some reason, and this logic will also be executed, 
and since this is not the first FBR, blockReportCount will always be greater 
than 0.
   
   @Tre2878 Sorry I cannot understand you clearly. The condition here is 
`namesystem.isInStartupSafeMode()` rather than `namesystem.isInSafeMode()`, 
which means the namenode has just been restart. How could the namenode in safe 
mode for some other reason?
