This PR is still very practical, In the actual use of hdfs diskbalancer, will
plan and execute commands encapsulated into a command to make it easy for a
user to run disk balancer.
Hi [~xiaobingo][~aengineer] Would you suggest that I continue to complete this
PR and push it into the trunk branch ？
