Description:
TestZKDelegationTokenSecretManagerImpl tests fail with “Expected state
[STARTED] was [STOPPED]” due to static Curator reuse

IllegalStateException: Expected state [STARTED] was [STOPPED]
at CuratorFrameworkImpl.checkState / usingNamespace
at ZKDelegationTokenSecretManager.<init>(...)
