Thanks a lot for the review, Todd.
I realized upon taking another look at the patch that I forgot to shutdown the
mini clusters used in this patch. It shouldn't matter, since the tests are
designed to assert that the clusters don't start, but in the event the clusters
do start, it still seems best to shutdown the clusters. Here's an updated patch
which does that. I'm going to commit it since it's a pretty trivial change
since the last patch.
