### Description of PR
Fix for [HDFS-17873](https://issues.apache.org/jira/browse/HDFS-17873)
Enable credential providers for HikariDataSourceConnectionFactory and
MySQLStateStoreHikariDataSourceConnectionFactory.
### How was this patch tested?
Pass TestStateStoreMySQL, TestSQLDelegationTokenSecretManagerImpl,
TestDFSUtil on local
