Here's a patch which addresses the issue. In the course of implementing this
patch, I also noticed that the help text for setBalancerBandwidth in dfsadmin
was inadvertently left out in one place. I've taken the liberty of adding that
back in this patch.
In addition to the above automated tests, I also tested this change manually
with HA enabled, by alternately getting the fsimage with each NN active.
