I think it does, as the vast majority of users are still on FileSystem. Of
course, this discussion might be moot if we end up not adding anything to
FileSystem at all, per Nicholas's suggestion. So let me get back to you on that
one, Colin, once we come to a conclusion on the administrative API issue. :)
