Currently `hdfs namenode -bootstrapStandby' initializes local name dirs with
fsimage files, but not edit log segments, thus requiring that an operator
ensure somehow that sufficient edit log segments are in the shared dir or
otherwise make it to the standby. It would be nice if this happened
automatically.
