TestBlocksWithNotEnoughRacks races with DN startup

In TestBlocksWithNotEnoughRacks.testCorruptBlockRereplicatedAcrossRacks, it
restarts a DN, and then proceeds to call "waitCorruptReplicas". But, because of
HDFS-3266, it doesn't actually wait very long while checking for the corrupt
block to be reported. Since the DN starts back up asynchronously, the test will
fail if it starts too slowly.
