We have LengthInputStream in org.apache.hadoop.hdfs.server.datanode.fsdataset
and PositionTrackingInputStream in
org.apache.hadoop.hdfs.server.namenode.FSEditLogLoader. These two classes are
generally useful. Let's move them to org.apache.hadoop.io.
