As best I can tell, the checks are just sanity checks to ensure the proxy
token's users are in sync with the users the client believes it's using.
After speaking with Nicholas, disabling one of the new user checks (introduced
by HDFS-2539) is a less than ideal short-term fix. It will not impact the
functionality of hftp nor webhdfs.
