Nicholas,

Would it be acceptable to you if I instead let the dfs.replication.min behave 
in the same way it does today (by its description, preventing closure of files 
until replication has been achieved) and instead introduce the new property as 
a different name, which applies to just set file creation/setrep limits, 
thereby separating the two?
