If the 2NN eg fails to write to one of its local checkpoint dirs while
downloading an image (eg due to the dir failing because it's out of space etc)
the entire checkpoint will fail even though there are other valid checkpoint
directories. We should add local directory failure toleration and restoration
(similar to the NN).
