Description: Should we allow files to be created with blocksize=1,
chunksize=512? (was: The block size of a file should be a multiple of the
io.bytes.per.checksum.
Currently, we're not enforcing this invariant, allowing files to be created
with blocksize=1, chunksize=512, and other oddities.)
