Release Note:
Similarly to the `hdfs dfsadmin -fetchImage' command added in HDFS-2941,
this patch implemented the command 'hdfs dfsadmin -fetchEdit'.
It downloads all the edit log files which did not apply to the most recent
fsimage from
the Name Node and saves them in the specified local directory.
