I think the build issue occurs after updating to this change with the prior
tomcat version still in hadoop-hdfs-httpfs/downloads/ from an old build. If
that exists I think it skips downloading the new version and leads to the build
failure. If that directory is removed then the build passes since it downloads
the new tomcat version.
