Patch makes the configurations independent. Did some refactors along the way to
avoid reading config parameters in multiple places, so the patch actually
removes more lines than it adds. Some renaming for consistency.
I based this off of the patch in HDFS-4351, but my `git apply --check`
indicates it applies to trunk okay too.
