Block reports should include a monotonically increasing sequence number. If
the sequence starts from zero, this will aid the NN in being able to
distinguish a DN restart (seqNum == 0) versus a re-registration after network
interruption (seqNum != 0). The NN may also use it to identify and skip
already processed block reports.
