Currently, these tests are skipped on Windows, and there are comments
explaining an incompatibility with Cygwin. We need to review these to see if
we can re-enable them using the current winutils setup. If they cannot pass on
Windows, then the comments need to be updated to state that the tests are
incompatible with "Windows" instead of "Cygwin".
