On the BaseTestHttpFSWith#testSetPermission() changes:
This change should not be here, but in the TestHttpFSFileSystemLocalFileSystem.
Making testSetPermission protected and overriding and checking if windows to do
the reduced logic, else fallback to super.testSetPermission for full check.
