{{DFSTestUtil.appendFile()}} opens an output stream to write to a file but
never closes it.
This was fixed for {{DFSTestUtil.createFile()}} on trunk by HDFS-3995. The same
should be done for {{appendFile()}}.
On branch 2 both {{createFile()}} and {{appendFile()}} should be changed to
close the respective output streams.
