Saw a warning message stating "trying to get DT with no secret manager running".
The isAllowedDelegationTokenOp() check call is questionably faulty, as per
https://issues.apache.org/jira/browse/HADOOP-9461. Since HADOOP-9461 is
potentially incompatible, I'm adding this minor check here to limit spurious /
scary warnings
