NPE is thrown in when commitBlockSynchronization() tries to add block to
DNDescriptior

for (int i = 0; i < descriptors.length; i++) {
descriptors[i].addBlock(storedBlock);
}

because {{descriptors[i]}} was set to NULL because
{{blockManager.getDatanodeManager().getDatanode()}} returns null if the DN is
not active.
