Here's a patch adding {{mlock}}, {{munlock}}, and {{getrlimit}} to {{NativeIO}}
in common with tests. It also adds a datanode check on startup that tests if
the ulimit is set correctly for the configured max locked memory size.
Let's try Jenkins since we shouldn't have diverged much.
