Does this mean we need more than one curWorkingDirectory to support the right
behavior on Windows? But currently the API only support one workingDir.

Thanks for the explanation, I checked the code logic, indeed it is correct, but
I think it is still better to eliminate hard coded "? 3 : 0"s, right?
I refactored the code in part of HADOOP-9897.
