SafeModeTime metrics shows duration in safe mode startup. However, this metrics
is set to the time from FSNameSystem starts whenever safe mode leaves. In the
result, executing "hdfs dfsadmin -safemode enter" and "hdfs dfsadmin -safemode
leave", the metrics includes non-Safemode time.
