Added RetryCacheMetrics. This patch doesn't contain tests, in fact. I've tried
to implement tests with HDFS-5118's commit, but it only supports to tests in an
environment which NN HA setup.
[~jingzhao], do you have ideas to support HDFS-5118 in enviroments without NN
HA setup?
