I've tried adding a similar dropping-response support for non-HA case before
(by adding my own InvocationHandler to proxy used by non-HA case), but looks
like for that part we need more hack, and the code became unstable. Since
HDFS-5118 is only used for testing retry cache in HA setup, I guess we do not
need to support non-HA case right now.
