Description: We may want to consider adding a compatibility mode to the
Datanode wherein it can send a combined block report (as is done today).
HDFS-4988 will modify this behavior so that the Datanode will send one block
report per Storage Directory. We will look at this when we get to
compatibility/upgrade testing for the feature.
