bq. startingActiveService - does it need to be volatile. We can just use it 
with in lock, right?

We need to access startingActiveService in inTransitionToActive without 
acquiring the lock. So volatile may be necessary here.

bq. Given this, do you see any issue in the way we are changing the method 
signature?

I checked the code and have not found any specific dependency of the 
InvalidToken yet. [~daryn], could you verify that we do not need the hack here?
