Description:
Heartbeats must include one storage report per storage directory, so that usage
information for each directory is available to the DataNode for block placement.
This is a continuation of the work started by HDFS-5134 and HDFS-4988 to split
block processing per storage directory.
was:Per-storage disk usage data is not being reported to the block manager.
Need to debug before I know more.
