The current patch replaces system tests in TestHftpURL with a unit test that
tests the timeout value of a URLConnection, which looks good to me. Looks like
this change is necessary for HDFS-3987 etc. We can add similar system tests in
HDFS-3987 if anyone feels necessary.
+1 for the patch. I will commit the patch shortly.
