Description:
HDFS upgrade from 2.0.3 to 2.2.0, but Journal node doesn't upgrade, a directly
problem is VERSION file is old.
so SNN relay edit log through http://hostname:8480/getJournal?*** get 403,
because VERSION is mismatched.
