* Update File System Shell documentation to describe getfacl and setfacl.
* Update HDFS Permissions Guide to cover ACLs. Hyperlink to shell
documentation for getfacl and setfacl.
* If there is a large amount of new content, considering splitting it to a
separate HDFS ACLs Guide and hyperlink as appropriate.
