This work is on hold for now, because the work on HDFS-5658 (ACL as an inode
feature) has moved faster. I'm keeping this issue open for now until we do a
full evaluation of pros and cons between the two approaches.
As part of this work, I also had code in progress for the ACL modification
logic. That part is valuable either way, so I'm moving that to HDFS-5673.
