This Jira was filed with the objective of supporting mixed-version clusters
where the DNs might be upgraded with Heterogeneous Storage support before the
corresponding NNs. However since we have bumped the layout version as part of
HDFS-2832 mixed-version operation is not possible (NNs and DNs with different
layout versions cannot talk to each other).
I propose resolving this as "Won't Fix" if there are no objections.
