it seems the javadocs warning reported by test-patch are unrelated. By looking
at the javadoc output
(https://builds.apache.org/job/PreCommit-HDFS-Build/5828/artifact/trunk/patchprocess/patchJavadocWarnings.txt),
httpfs does not produce any warnings.
