    Description: We can no longer modify the root inode "/". For example, 
"hadoop -fs -chmod / 555" appears to succeed, but has no effect.  Similarly 
with chown, chgrp, etc.  (was: Due to some changes in the new Globber code, we 
can no longer chmod "/". We should support this.)
