Fix some minor bugs in the user documentation and exception messages:
- When the layout version is mismatched, mention the new "-rollingUpgrade
started" option in the exception message.
- For the non-HA in the user doc, "start NN as standby" is incorrect -- there
is no standby in non-HA case.
