The patch looks good to me. Two comments about oiv_legacy:
# -maxSize and -step options will fail (originally reported by HDFS-5866)
# missing '\n' in the usage (HDFS-5864)
I'm thinking the main purpose of the issue is to bring back the legacy code to
keep backward compatibility, so we can fix them in a separate jira.
