On HDFS-6134, [~sureshms] asked for APIs to be able to compare filesystem
permissions and KeyProvider permissions to diagnose where they might differ.
We already have APIs in HDFS-6134 to query the EZ of a path and the key for
each EZ, so the only missing link is a KMS API that allows us to query the ACLs
for the key.
