[~tucu00] To test the new {{addDelegationTokens}} method, it seems we need to
setup a mini KMS server in {{TestEncryptionZones}}, following similar steps as
in {{TestKMS}}. If that's the case I guess we should make relevant methods in
{{TestKMS}} public utility methods? Such as {{runServer}}. Does it sound right?
