The cause of the failure of TestBlockPlacement is, in
{{BlockManager#useDelHint}}, we remove the {{delHint.getStorageType())}} from
{{excessTypes}}, which can cause {{chooseReplicaToDelete}} to wrongly return
null.
In the meanwhile, TestStorageMover is flaky. Will keep digging.
