TestStorageMover somehow often fails in Jenkins such as [build
#8104|https://builds.apache.org/job/PreCommit-HDFS-Build/8104//testReport/org.apache.hadoop.hdfs.server.mover/TestStorageMover/].
In testNoSpaceDisk, all DISK storage has remaining=0 so that it cannot create
any hot file.
We cannot reproduce it locally even Jing has run it for 100 times.
