This patch lists the available samplers in the exception that is thrown if the
requested sampler cannot be found. It adds a new configuration,
{{hadoop.trace.sampler}}, which can be used to set the sampler for anything
hadoop (daemons, clients, fsshell, etc. etc.) I moved the sampler creation
function to TraceSamplerFactory since I'll want to reuse it elsewhere, not just
in the dfsclient
