quote from Subject Authority Record sh 85097163 ("Palestine") and inquire about
the validity of the reciprocal subject headings:

found in a record created at the Library of Congress (lccn 2009013831).
These reciprocal headings are not valid on basis of Subject Heading Manual
(SHM), Memo:H980 ("Jerusalem, Gaza Strip, Golan Heights, West Bank, and
Palestine"):
3. Palestine. Assign the subject heading Palestine to works about the region
on the eastern coast of the Mediterranean Sea that in ancient times was called
the Land of Canaan, later the kingdoms of Israel and Judah, and in modern times
comprises the entire state of Israel, as well as the various disputed
territories.
Do not use this heading to refer specifically to the territories that are being
transferred from Israeli to Palestinian control by agreements between Israel
and the Palestinian National Authority negotiated in the 1990s. Use the
headings West Bank and/or Gaza Strip, as appropriate, to refer to these
geographic areas.
4. Palestinian National Authority. The heading Palestinian National
Authority has been established in the name authority file. Although it is
tagged 151, it represents a governmental entity, not a geographic area. Do not
treat this heading as a geographic heading. Do not assign it as a geographic
subdivision after topical headings or subdivisions.
Assign this heading, tagged 651, only to works about the Palestinian National
Authority as a governmental entity.
The scope note cited for Subject Authority Record sh 85097163 ("Palestine")
still reflects the current Library of Congress policy.
The invalid headings will be removed and the book will be reviewed. The Israel
& Judaica Section will notify the section which cataloged the book regarding
modifications to LCCN 2009013831. After the book is reanalyzed, we may post a
follow-up message.

LCSH has the following scope note on the heading Palestine:
"Here are entered works on the region on the eastern coast of the Mediterranean
Sea that in ancient times was called the Land of Canaan, later the kingdoms of
Israel and Judah, and in modern times comprises the entire state of Israel, as
well as the various disputed territories. Works on a specific jurisdiction or
territory within this region are entered under its respective name."
So presumably, this heading should not be used for the specific area of the
Palestinian Authority.
However in a recent LC record (2009013831) for the 2009 book "Israel's foreign
policy towards the PLO"

Has there been a change in policy? If so, the scope note should presumably be
