Thank you very much for your query, Heidi. Please find below the response from 
the IJ Section.

The Israel and Judaica (IJ) Section at the Library of Congress continues to 
provide cutter numbers for literary authors. If there's a number that a library 
would  like LC to "reserve," (if LC does not yet own or LC staff have not yet 
cataloged works by that author), they could email Edie Creeger 
([email protected]<mailto:[email protected]>) or Nahid Gerstein 
([email protected]<mailto:[email protected]>)  to set up a "dummy" bibliographic record 
to save a place for the author in the shelflist. Of course, PCC/HEB NACO 
libraries can always add the cutter themselves in an 053 _4 with $5 with their 
institutional code. If LC needs to add another number (if the PCC-Library 
designated number does not fit into the LC shelflist), IJ Section staff can 
always add an additional 053 _0 field. If the PCC-Library designated number 
DOES fit the shelflist, we change the second indicator 4 to an 0.

Hi all,

A quick question on what the Israel  team is doing with literary call numbers. 
I just came across a NAR for a poet that lacked a literary call nunber.

Have you stopped shelf-listing?

Should PCC members add them as they would when creating their own NARs?
