It's not my approach, and I share your concern, but the simple fact of the
matter is that many catalogers do pretty much whatever they think is right
whether or not that fits in with the rules/instructions, past practice, or
common sense, and there's pretty much no way of correcting the situation at
the source.  Have I told you the tale about the industrious cataloger who
in 264/4s was using the @ in lieu of the copyright symbol? Or perhaps
you've noticed that some institutions don't really grasp the distinction
between 1xx and 7xx entries.  There's more, as you well know.

My point is not to shame these institutions or individual catalogers,
rather to point out that in a world where people are constantly hammering
square pegs into triangular holes, a little bit of variance with regard to
what's a sacred text or not seems relatively okay.
