The PCC document "MARC 21 Fields and Codes Chart for Authority Records 
At-A-Glance” is out of date.  I don't see it on the PCC website anymore, and 
I'm not sure if that is a result of me not being able to find it b/c PCC redid 
their website, or if it's really no longer there.  The most current document 
for these issues is R-5, available here:

The PCC has a document on their website called "MARC 21 encoding to accommodate 
new RDA elements 046 and 3XX in NARs and SARs," but that has not been updated 
since May 2012, and I know some of those recommended practices are not current. 
  
The short answers to your questions are: 
  
1) Yes, $2 in the 370, 373 and 374 field is for "Source of term" not "Source of 
date scheme" so it cannot be used to specify edtf in those fields 
  
2) There is no way to used edtf dates in those fields so you can only include 
them in a 670, not in $s and $t of those fields.

There appears to be a discrepancy between the PCC document “MARC 21 Fields and 
Codes Chart for Authority Records At-A-Glance” and the “MARC Format for 
Authority Data” as to what $2 stands for in the 370, 373 and 374 fields. 
According to the PCC document $2 is to be used for “Source of date scheme”; 
according the to the MARC format $2 is to be used for Source of term that 
specifies a code that identifies the source of a controlled vocabulary for 
occupation terms in $a. $2 is not repeatable in these fields. 
  
The question arose when a cataloger asked how he would code the date Start 
period/End period for Occupation (MARC Field 374). 
The source citation for his question was “"President du Tribunal Rabbinique, 
5700-5710."   
Unfortunately, the specific side of the Gregorian divide is not given for 
either of these years, thus 5700-5710 in RDA/A2 terms is rendered to 1939 or 
1940-1949 or 1950. 
  
My answer to him based on my reading of the above PCC document was 
$s[1939,1940] $t[1949,1950] $2ETDF 
  
If this is not correct, please let me know what information would go into the 
Start period/End period fields and how would it be formatted.
